Dr. David Legaard, Dr. Rob Leachman - 2024 Distinguished Educators

The Smithville School District is proud to announce the induction of two distinguished educators, Dr. Robert Leachman and Dr. David Legaard, into the Smithville Education Wall of Distinction. These esteemed individuals were honored for their outstanding contributions to education and their lasting impact on the district during their convocation on August 19, 2024.

Dr. Robert Leachman began his remarkable career in Smithville in 1979 as a high school social studies teacher and coach. His dedication and leadership led him to become the principal of Smithville High School in 1989, where he played a pivotal role in modernizing the school’s structure by introducing block scheduling and transitioning it to a traditional 9-12 high school. In 1995, Dr. Leachman took on the role of assistant superintendent and A+ coordinator, eventually becoming the superintendent in 2002.

During his tenure as superintendent, Dr. Leachman’s leadership brought significant achievements to the district, including the successful passage of two GO Bond issues with an 80% voter approval rate, which led to the expansion of classrooms, district offices, and facilities. He also acquired land for the future Eagle Heights Elementary, doubled district fund balances, and increased teacher salaries by 35% over six years. His efforts earned the district the “Annual Distinction in Performance Award” for high academic achievement consistently.

Following his retirement, Dr. Leachman continued his commitment to education as a university professor, where he shared his vast experience and knowledge with future educators. Wayne Krueger, a longtime colleague, remarked, “Dr. Leachman is the most intelligent person I have ever known. He embodies the qualities of a great school leader, father, husband, and community member, leaving a legacy of service and excellence.”

Dr. Leachman was presented with the 2024 Distinguished Educator Award by the Smithville Education Foundation in recognition of his exceptional service and enduring impact on the district.

The second honoree, Dr. David Legaard, was recognized posthumously for his extensive contributions to the Smithville School District. Dr. Legaard’s career began as a Junior High Science teacher before he ascended to the role of principal and ultimately served as superintendent for 22 years, retiring in 2002.

Dr. Legaard was known for his innovative approach to education, including creating the district's accounting and budget software, securing Federal Impact Aid in response to the Smithville Dam project, and fostering a culture of resource efficiency. He was a strong advocate for student attendance at school events and extracurricular activities and worked tirelessly to build strong relationships with the city and the broader community. After retiring, Dr. Legaard continued his work in education with Edison Learning, where he contributed to the development of summer school programs for 12 years. Reflecting on Dr. Legaard’s legacy, former Smithville superintendent Dr. Curry said, “When Dr. Legaard interviewed me as a college senior, I knew immediately that I wanted to work for him. He carried himself with honesty and dignity. He was a people person and a great listener. He was a strong ambassador for the District and a man the community and staff respected.”

The 2024 Distinguished Educator Award was accepted on behalf of Dr. Legaard by his wife, Mrs. Janis Legaard.

The Smithville School District and the Smithville Education Foundation extend their heartfelt gratitude to Dr. Leachman and Dr. Legaard for their extraordinary contributions to the district and the field of education. Their names will be permanently inscribed on the Smithville Education Wall of Distinction as a testament to their lasting legacy.
